China’s State Council has held a high-level meeting to discuss how to implement the guiding principles set by the Communist Party of China (CPC) at its latest plenary session. The meeting focused on strengthening Party discipline, improving government conduct and maintaining strict oversight across state institutions.
Chinese Premier Li Qiang chaired the meeting on Friday. He also serves as secretary of the State Council’s leading Party members group. Senior officials reviewed plans to put the decisions of the fifth plenary session of the 20th CPC Central Committee into practice.
The meeting placed particular emphasis on a resolution concerning full and rigorous Party self-governance. The resolution was adopted during the plenary session and sets out the Party’s approach to supervision, governance, development and internal discipline in the coming years.
Officials said the document examines current challenges facing the Party and identifies key tasks for strengthening its leadership and management. It also outlines broad requirements and priority areas for ensuring that Party members and government departments follow established rules.
The meeting stressed that studying and implementing the plenary session’s guiding principles must be a major political priority for the State Council and its departments. Officials were urged to maintain their focus on the decisions and plans approved by the CPC Central Committee.
The discussions also highlighted the need to apply strict Party governance throughout all areas of government work. This approach should cover every stage of policy development and implementation, rather than being limited to specific departments or individual projects.
According to the meeting, the State Council and its departments must act as effective implementers of the central leadership’s decisions. Their responsibilities include turning national policies into practical measures and ensuring that government work remains consistent with the CPC Central Committee’s plans.
Officials said the principles of strict Party self-governance should also be included in plans for economic and social development. This means that discipline and oversight should be considered when government departments design policies, assign responsibilities and carry out development programmes.
The meeting called for continued efforts to improve conduct within both the Party and the government. Officials also stressed the need to enforce Party discipline and maintain a firm approach to fighting corruption.
The participants said administrative conduct must be strictly regulated. Government departments are expected to follow rules, improve internal management and ensure that officials carry out their duties in line with the Party’s requirements.
The emphasis on discipline and anti-corruption reflects the CPC’s continued focus on internal oversight. The Party has repeatedly made governance standards and the enforcement of discipline central parts of its political agenda. Its leadership has also called for officials to remain accountable and prevent misconduct in public institutions.
The latest meeting sought to connect these goals with the daily work of government agencies. By including strict governance requirements in policy planning and implementation, the State Council aims to ensure that central decisions are followed across different areas of administration.
Economic and social development remained an important part of the discussion. Government departments are expected to combine development work with efforts to improve official conduct and strengthen compliance with Party rules.
The meeting also underlined the importance of coordination between the State Council and the CPC Central Committee. As the country’s main administrative body, the State Council is responsible for carrying out government policies and managing a wide range of national affairs. Its departments are therefore expected to ensure that their work follows the central leadership’s direction.
The fifth plenary session of the 20th CPC Central Committee provided the framework for the discussions. The State Council meeting focused on how its decisions and guiding principles should be reflected in government operations and future development plans.
The officials did not announce a new set of detailed measures during the meeting. Instead, the discussion focused on the overall direction of implementation, including stronger discipline, improved governance and continued efforts to prevent corruption.
The meeting was attended by Ding Xuexiang, He Lifeng, Zhang Guoqing, Liu Guozhong, Wang Xiaohong, Wu Zhenglong and Shen Yiqin, along with Premier Li Qiang.
Their participation reflected the senior level of the discussions and the importance placed on implementing the plenary session’s decisions throughout the government.
The State Council said its departments would remain committed to carrying out the CPC Central Committee’s decisions and plans. It also stressed that strict Party governance must remain part of administrative work and national development efforts.
The meeting’s message was clear: government departments are expected to maintain political discipline, improve their conduct and strengthen anti-corruption work while carrying out their duties. These priorities will guide the State Council’s efforts to implement the Party’s latest decisions in the period ahead.
